To the Human world Victor Blood is a Trillionaire mogul who took his father's weapons engineering and manufacturing business and expanded it into a research conglomerate so large the tendrils become nebulous.
To anyone or anything who knows better he is:

Born and bred to be a conqueror, Victor instead dreamed of creating a place so wonderful that no force was necessary to entice one there. From his fathers empire of blood he first built Serenity- a compound in New York City comprised of multiple towers, interconnected and designed to be energy self-sufficient and connect the concrete jungle with nature; and most importantly to offer the OtherBeings sanctuaries among the humans. A place not only to hide, but actually thrive, among the human world.
From there he began to open compounds around the world in different cities, initially the intentions ending there. But as his private response force, the Arcana, became more and more of a governing body to the growing masses of creatures and beings that looked to Victor and his team for safety, eventually the ideas evolved.
VesperVale

Is an North Atlantic Island Nation, built up from nothing by Victor and anyone he could gather favor from. The most powerful supernatural beings in the world lent their expertise, elements, skills, and magick. From the small bubbling pile of volcanic rock rose an island of gemstones, rich soils and fantastic waterfalls, cliffsides that glowed red and orange and blues, glittered and gleamed.
At the center of the island Victor built a palace, sure, but it was more than a monument to his ego or a place of luxury, it was a monument to knowledge.
The Citadel was built to serve as earth's largest library, the most powerful telescope, and largely a working research center.
Even as a king, Victor refused to sacrifice his need to know more of the world.
VesperVale has six above ground cityscapes, over which many 'floating' greenhouses rise above, but also extensive underground cities, for the beings and entities too sensitive to light; and nautical settlements that interconnect with the coastal parts of the island and the caverns below that make up the Undercity.

Victor designed a eutopia, for anything but a human.

Appearance

ǝɔuɐɹɐǝdd∀

Height: 5 ft 11in | Weight: 155lbs

Eyes: Rich Ocean Blues, reflecting the stars, or molten silvers, becoming them.

Hair: The older he gets the more the vivid platinum white overtakes the nearly navy black waves and curls of thick hair.

Other features: Sharp features, such as jaw line and cheek bones, the slightest suspiciously fae like peak of his ears, his spreading vitiligo has started to whiten one eye's lashes.

Scars: a sword slash mark across his abdomen, four bullet wounds across his chest, shoulder and abdomen, four small puncture wounds in his hand (suspiciously spaced like fork prongs).

Tattoos: One Sigil mark on each shoulder from each previous contract.
Seal Sigil from his mate across his stomach, just above his naval. A small protective emblem of rune and bind work on his right hand ribs.

Personality

ʎʇıןɐuosɹǝd

Overall he tends to have a rather dry, sarcastic, analytic personality. He puts on a fantastic show from plenty of media training, seemingly charming and suave and at ease with his cheeky sass.

Victor is an interesting person to try and categorize, he often seems like a contradiction. He is a community oriented and motivated man but has a hard time being open and forthcoming with people. As a leader he often sees it as his responsibility to always seem calm and have the right answer, even when he is far from either. This is the complicated cocktail of an outcome from his difficult childhood, and the inherent oddness of something old and cosmic in a mortal container without any memories to ground him in what he is.

• Extroverted Introvert - Once the highlight of any party, now he considers himself more of a wall flower. He much prefers to watch and gather information and parties are more for networking than fun these days.

• Hero Complex- feels an excessive, compulsive need to rescue, fix, or save others to gain validation, control, or a sense of self-worth.

• Obsessive Compulsive Disorder-  Perfectionism that interferes with task completion: Spending so much time perfecting a single project or plan that it is never finished. Preoccupation with details, rules, and lists: Focusing entirely on organization and structure to the point where the main purpose of the activity is lost. Excessive devotion to work and productivity: Neglecting friendships, family, and leisure activities in favor of long working hours. Reluctance to delegate tasks: Refusing to let others help unless they agree to perform the work exactly as instructed.

• CPTSD- Includes all standard PTSD symptoms (such as flashbacks, nightmares, hypervigilance, and avoidance) plus disturbances in self-organization. Emotional Dysregulation: Difficulty managing intense feelings, sudden anger, emotional numbness, or dissociation. Negative Self-Concept: Persistent feelings of deep shame, guilt, worthlessness, or feeling permanently damaged. Interpersonal Difficulties: Trouble trusting others, feeling completely isolated, or forming unstable relationships.

History

⛧⛧⛧⛧⛧⛧⛧

ʎɹoʇsıH

Born to the Greek God of Terror & Dread, Deimos, and a stolen young bride, sacrificed, sold into marriage by her own father.

To him Stefen Blud was a highly valued suitor and offered a dowry that was impossible to turn away. A more than fair price for a piece Stefen sorely needed in his scheme to capture the power of a star. To take the earth back from the humans.

Stefan was engaged in the weapons making business and had been for a very very long time, from supplying many many wars he amassed a fortune so vast it was innumerable and impenetrable.

And when there were no more profits to reap selling the fuels to the fires in Europe, Stefen escaped with his young bride to America to build a new wing of his empire- this time with much loftier goals.

He was not the only of the old gods who had taken to playing new games after the Fall of the Pantheons. He was not the only one sowing the humans for their energy. Deals were made, plans set, with some of the darkest of those abandoned on earth.

Victor was born and conditioned to be a conqueror. To take his place as the White Horse in the Horsemen, to herald and shepherd the end of the human rule of earth.

But his father told him nothing of this fate, of this plan for the captured star, instead deciding to raise him harshly, but among the humans. With the intentions of capturing this realm first with all that accumulated soft power, capturing the humans own systems, infiltrating and corrupting until only their systems were left. Until the humans had to depend on them. It was such a good racket the humans ran on themselves, the old god just wanted to join in.

This yielded mixed results for Stefen Blud, who had rebranded in the states Stefan Blood- for the  marketability of his infectious business ventures.

Victor was deceptive and cunning and of his own accord found the dark arts, the liberties of magick, and excelled in them before his father could shape that too.

Despite a remarkably tortuous childhood, though, Victor found himself training for the role of Horsemen at 16, where he met his first contract.
Agramon

uoɯɐɹƃ∀

The demon used Victor as a vessel in the human realm in return for power the star could have had on his own, power he was unknowing of and unable to access. Victor was only able to escape him when, at 18, he entered a new contract to fulfill his scripted purpose as a Horseman.

Although four years were spent training and serving in his role for the Horseman, he could only handle so many burdens. With newfound power he also found a way to kill his father, or at least his mortal vessel, to shed one of those burdens.

The fall of the Horseman could certainly be placed on Victor’s shoulders, his relationship with one of the Kings of Hell’s Demon Goatia and his friendships with his fellow horsemen, both Death and War at least, Azrael and Fenrir, were both eventual weak points in the hellish military unit.

But truthfully it was a heroin ordeal that changed it all, a vivid experience in the future that would be brought on by their apocalypse, should he herald it as he was meant to, that left Victor unable to follow through on his life's purpose.
It was a future so dark and vile that he couldn’t allow himself to become that monster, the one who ran that world.
Instead he convinced Fenrir and Azrael that he could give them safety from the Horsemen, that they could build a new world and new lives where they didn’t need to be the monsters they had been made into.

Victor returned fully to New York with the Grim Reaper and the Chaos God of old and a few others he had managed to convince, and  he started the Arcana, beginning his journey to build a new world.
