Looking up at her he lets out a sigh. “The lucky lady passed away last night in her sleep”. He then tried to give her a smile as he walked up the stairs to where she was standing. “You need to do what you feel is right, don’t let anyone change your mind or try to convince your otherwise. This is your decision and yours alone.” With that he walks over to her and hugs her and then kisses her on her forehead. “I’ll be back as soon as I can.”
As he spoke on the phone, he sighed and then disconnected the call. It was at that moment he noticed Wanda standing on the stairs above him.
“Sorry you had to listen to that in there. But under no circumstances do I want you to feel as though you were responsible for what happened, that was on all of us, but I won’t sign those accords, and if I were you, I wouldn’t sign them either. You heard the argument on both sides, but if you feel as though you need to sign it, I won’t stop you or look at you any differently. You need to follow your heart and do what you feel is right. But right now, I need to get to England.”
He looks up at her and smiles, he isn’t really sure what he should feel right now.
As they walked out of her room and towards the main conference room, Steve saw that everyone was there, Tony, Natasha, Sam and Rhodes. He was surprised that Clint wasn’t there, but that was something he would bring up later. He opened the door and let Wanda enter before him, Vision, well he did what Vision would do, he walked through the wall. When the door closed behind him, he took a seat near the head of the table and then a hologram of Ross appeared.
Ross: “You know why you are all here, these accords need to be signed, and we can’t have any of you running around the globe as you see fit.”
There was silence in the room until Sam spoke up.
Sam: “So what you are saying we are the lapdogs for the Government?”
Ross: “If so many words….Yes. You don’t sign them, then you are to be under house arrest.”
That was all Steve needed to hear. He stood up and approached the hologram. If Ross was in the room, he would have had Steve’s face right in his
“So you are telling us that we are owned by the Government and can’t save innocent people until you tell us? That won’t work for me Ross, we can’t sit here when a terrorist attack is going on in this country or another part of the world because you don’t feel we should go. We need to be out there as a team, that is what the Avengers are, a Tam to help the innocent.”
Ross: “You saying what happened in Nigeria was helping the innocent? You killed at least a half dozen people and destroyed property that didn’t belong to you.” Before he could finish, Steve voiced his opinion once more.
“You have no idea what you are talking about, you weren’t there, we saved more people than were killed, if we weren’t there, more people would have been killed and then what would you have said.”
Sam came over to Steve and grabbed his shoulder, trying to calm him down, he agreed with Steve 100%, but this wasn’t the way to go about it.
Ross: “You have the papers in front of you, they need to be signed and you will adhere to this Captain, or else.”
With that the hologram of Ross disappeared and Steve walked over to the window, and looked out across the Avengers compound.
Tony: “You know he is right Steve, we need to be held accountable for our actions.”
“Accountable? You should talk, weren’t you making weapons of mass destruction and selling them off to the highest bidder, when did you grow a conscious?”
Natasha: “I think we need to take a break, get some air and calm down a bit, this isn’t something to be taken lightly.”
As Natasha was talking, Steve’s phone rang, looking down at the number he simply walked out of the room, and into the stairwell. Answering the phone, his face fell, he wasn’t expecting this, and he had to leave. Peggy was gone, the one person from his time was gone, it as like the entire planet came crashing down on him, he needed to get to England and damn the Accords.
*He walked in and took a seat on the edge of her bed and looked over at her. These accords that the Government wanted them to sign was way off base, he didn’t like it and he let them know. But there was something else, he wanted to make sure that Wanda was ok.*
Listen there has been some talk of us having to sign these documents giving the Government the right to send us to whatever location they want when they want, and also not allowing us to go somewhere that might need us. I don’t want you to think this is because of what happened in Nigeria. I think it is stemming from everything that has happened, from the attack on New York to Sokovia.
*He reached over and gently placed his hand on her shoulder to let her know he will always be here for her. Just at that moment Vision materializes through the wall and is standing right in front of them.*
Vision: You are both wanted in the main conference room.
*Steve looked at Vision and then back to Wanda.*
Looks like it is that time. *Steve looks and Vision and nods and then looks back to Wanda.* You ready?

**Avenger HQ – Upstate New York**
*The Avengers are regrouping after what transpired in Lagos City, Nigeria. Rumlow, now referred to as Crossbones was sent on a mission to retrieve a biological weapon, a weapon so deadly that it could wipe out half of the world’s population. Steve and a few of the other Avengers were on the case, tacking Crossbones and company and had the situation well in hand until Crossbones decided it was time to kill Captain America. Steve had Crossbones dead to rights when Crossbones decides to activate a bomb on his person, a bomb so explosive that it would take out half the city block. While Steve can protect himself from the blast, the rest of the civilians in the area wouldn’t be that lucky; if it wasn’t for the swift thinking of Wanda, aka the Scarlet Witch, everyone would be dead. She used her abilities and quickly surrounded Crossbones with her energy and moved him up into the sky, away from the civilians, but the bomb exploded, tearing apart half the building and injuring dozens of people in the vicinity.
This wasn’t Wanda’s fault, she was doing what she felt was right, but the US Government didn’t see it that way, the Government needed to reel these “Superheroes” in and take charge, hence why they are now under house arrest in Avengers HQ. Steve doesn’t like this, he believes they were doing what was right and that casualties are part of the war effort, “The needs of the many, outweigh the needs of the few” mentality. As they are milling around HQ, Steve walks by Wanda’s room and notices she looks pensive, he knocks on the door and asks if she can use some company.*
Hey, you ok? I know what you must be going through, but listen, you did the right thing, if you didn’t do what you did, more people would have died. Don’t be second guessing yourself.
*Steve hoped that what he was saying to her made sense, that she didn’t do anything wrong, but only time will tell if that is true, as there is a new threat on the horizon, one that might tear the avengers apart.*
